Why Portugal, why now

A real delivery environment, not a paper headquarters.

Portugal’s PRR and Portugal 2030 environment combines public beneficiaries, intermediary bodies, private recipients, procurement, milestones, payments and outcome reporting. Civacta would use this environment for customer discovery and tightly bounded design cases before technical build.

The core obligation–evidence–outcome model can be localised for other EU and multilateral funding systems.
